Hot or cold bitumen made liquid in water based state (similar to emulsion paint), stablised by a chemical emulsifying additive that determines the electrostatic charge of the emulsion and controls its userability and stability.  As the water evaporates, hard bitumen is left.  Cationic bitumen emulsions are the most popular type of bitumen emulsion used for surface dressing applications on roads and paths.  Leocatic bitumen emulsion is one type of cationic bitumen emulsion.
